"We have in Australia, sadly, a compromise of the highest level."
In 2015 Bill Heffernan had produced a document including the names of 28 most prominent people in Australia who are believed to be pedophiles, to the Royal Commission into Institutional Responses to Child Sexual Abuse.
The Royal Commission however determined that it was outside the terms of reference, in other words, won't investigate.
Bill Heffernan had also suggested to include "the institution of the law" into the terms of reference of the Royal Commision. Bill Heffernan stated that every Attorney General since Ruddock has seen disturbing police documents on this topic justifying this move.
By definition, "the institution of the law" includes Court Systems, Law Enforcement such as police, Legislative Bodies such as parliament, Correctional Institutions such as prisons, and even law firms. Effectively this covers most of the government system and plus more.
"It's not so much the secret that's the problem, it's when a group of people, keep each other secrets, that the institution becomes compromised". Said Heffernan.
The Wood Royal Commission into Police Service regarding corruption and organised paedophile networks was about to explore who the legal professional were that used to attend "Costellos", the boy brothel club in kellett street, Kings Cross. However the judge of the day said it was a "No Go zone". Patty Bergen, the council assisting at that time said they have decided not to revisit that issue, because the public would lose confidence in the Judiciary.
Senator Heffernan had the list, and he said lots of them are still practicing.
"I think it's time like the churches and our other institutions who are now facing up to the truth, I think it's time the institution of the law, faced reality." Said Heffernan.
"There is a former Prime Minister on this list, and it is a police document."
